Our paraphrasing of the quote from above: 

Effective leadership demands the development of great communication abilities. To convey a sense of urgency and zeal to others, the leader must be able to impart knowledge and ideas. Having a message doesn't even matter if a leader can't communicate it clearly and inspire people to take action.
